The Former President's Progressive Warning Misses Europe's True Danger: Technological Stagnation.

Donald Trump's security policy document offers a flawed view of the European Union. It claims that open-border policies and what it terms "progressive" policies pose an grave risk to the continent's identity. However, this perspective is based on a serious misinterpretation of the situation. The true challenge facing Europe is not cultural but economic and technological lag.

A Glaring Growth Gap Between Europe and the US

The data paint a stark picture. Between 2008 and 2023, US GDP grew by 87%, while a mere thirteen and a half percent increase for the European Union. During this time, EU GDP per capita fell from over three-quarters to just half of the US level. Remarkably, even the poorest US state now has a greater average income than several leading European economies like France and Italy.

Today, roughly 50% of the global top fifty tech companies are American, while only four are European.

The Innovation Deficit: The Core Question

The growing economic gap is driven by stronger productivity growth in the United States, fueled by breakthroughs and higher total factor productivity. The scene of world technology leadership is overwhelmingly American. In the last five decades, hundreds of American startups have grown into companies valued at more than $10bn, versus just 14 in the European continent.

This gap raises a pressing issue: In the race for tomorrow's sectors like semiconductors, AI, and fusion energy, what is Europe positioned? Most analysts concede it is essentially a two-horse race involving the United States and China, with European nations starting at a clear disadvantage.

Root Causes of the Continent's Innovation Gap

A number of major reasons account for this technological divide.

  • Venture Capital: The US boasts a far deeper and agile system for funding startups. Europe has yet to establish a genuine unified investment market, which caps the growth potential of new firms.
  • Bureaucratic Hurdles: Complex and divided regulation hamper Europe. A American entrepreneur can introduce a product under one set of laws to access a market of over 330 million. The EU, despite a bigger population, is divided among twenty-seven separate systems, creating significant market obstacles.
  • Mindset Differences: Views on entrepreneurial failure differ sharply. In parts of Europe, business failure was once viewed with penalties, whereas in the United States, it is often seen as a badge of experience.
  • Military Investment: The United States enjoys a tightly woven innovation pipeline linking defense and academia. The continent's chronic underinvestment in military capabilities has eroded its ability in breakthrough innovation.

The Road Ahead: Grounds for Cautious Optimism

In spite of these hurdles, one can find reasons for optimism. European leaders are increasingly aware of the severe threat and have started to propose substantial change. Notable analyses on EU competitiveness and the internal market highlight the need for sweeping changes.

With the right incentives and regulatory reforms, Europe's strengths might enable far greater degrees of commercial innovation.

The continent still possesses significant advantages: skilled workforce, top-tier education systems, and premier research institutions. Coupled with a large internal market and high savings rates, these elements could trigger a surge of investment and entrepreneurship.

Importantly, even if the EU does not take the lead in creating cutting-edge technologies, it can still significantly boost economic output by adopting and adapting innovations from elsewhere.

An Inflection Point

Europe now faces a decisive moment. As the saying goes, decline often happens "gradually and then suddenly". So far, the continent's technological decline has been steady. But, if it fails to take bold steps to address its structural weaknesses, today's gradual weakening could give way to a rapid and permanent decline in global economic relevance.
